Watford manager Ray Lewington had claimed there was no money for transfers, but the club can afford to pay Brown's wages when the first six months of his contract are up.
Lewington said: "He impressed a lot of people when he was here at Watford.
"He is very versatile, and these days to have a left-footed player who can play in a variety of positions is priceless," he told the official club website.
