Tottenham had a loan offer with a view to a permanent £2million move rejected in the January transfer window but Mackay is expecting clubs to renew interest in the England Under-21 shot-stopper in the summer.
"He is the England Under-21 international goalkeeper and he has been outstanding this season," Mackay told the Watford Observer.
"Scott needs experience and he absolutely made the right decision to stay here in January because he realises he has an England Under-21 place and a future career as a top goalkeeper to protect.
"If he keeps working the way he is going and turns that potential into top talent, he will play at the top level and potentially, and hopefully, will become an England international."
